In 1993, the 103rd Congress authored and passed the NATIONAL VOTER REGISTRATION ACT OF 1993 (NVRA) otherwise known as the MOTOR VOTER ACT.
This Act of Congress was lauded by Congress to be and extension to the Voter Rights Act of 1965 - An improvement that would eliminate "discriminatory and unfair registration laws and procedures."
As can so often be the case however, Congress went to extremes in order to remove any perceived barriers in the voting registration process. In so doing, Congress has removed the safeguards that are necessary to protect our voting system from fraud.
Since the implementation of this new law in 1995, thousands of non-citizens (legal and illegal immigrants) have been placed on our voting registrars; people have been registering in multiple districts (both intentionally and unintentionally); registrants remain on voting lists for years after they move out of a district and mail-in ballots are being sent out by the thousands to phony recipients.
